With the once-familiar pillars of the previous global system disintegrating and the America retreating from climate crisis measures, it is up to different countries to assume global environmental leadership. Those leaders who understand the urgency should grasp the chance afforded by Brazil hosting Cop30 this month to form an alliance of dedicated nations resolved to push back against the climate change skeptics.

International Stewardship Scenario

Many now see China – the most successful manufacturer of solar, wind, battery and electric vehicle technologies – as the international decarbonization force. But its national emission goals, recently presented to the United Nations, are underwhelming and it is uncertain whether China is ready to embrace the role of environmental stewardship.

It is the European Union, Norwegian and British governments who have directed European countries in maintaining environmental economic strategies through various challenges, and who are, along with Japan, the primary sources of environmental funding to the developing world. Yet today the EU looks lacking confidence, under influence from powerful industries seeking to weaken climate targets and from conservative movements working to redirect the continent away from the once solid cross-party consensus on carbon neutrality objectives.

Climate Impacts and Immediate Measures

The severity of the storms that have struck Jamaica this week will increase the mounting dissatisfaction felt by the ecologically exposed countries led by Caribbean officials. So Keir Starmer's decision to attend Cop30 and to adopt, with Ed Miliband a fresh leadership role is extremely important. For it is time to lead in a new way, not just by boosting governmental and corporate funding to combat increasing natural disasters, but by directing reduction and adjustment strategies on preserving and bettering existence now.

This extends from increasing the capacity to produce agriculture on the thousands of acres of parched land to stopping the numerous annual casualties that excessively hot weather now causes by addressing the poverty-related health problems – intensified for example by natural disasters and contamination-related sicknesses – that contribute to eight million early deaths every year.

Paris Agreement and Present Situation

A decade ago, the global warming treaty committed the international community to keeping the growth in the Earth's temperature to substantially lower than 2C above preindustrial levels, and working to contain it to 1.5C. Yet we are very far from being on track. The world is currently approximately at the threshold, and global emissions are still rising.

Over the coming weeks, the final significant carbon-producing countries will announce their national climate targets for 2035, including the various international players. But it is apparent currently that a significant pollution disparity between developed and developing nations will persist. Though Paris included a ratchet mechanism – countries agreed to increase their promises every five years – the next stocktaking and reset is not until 2028, and so we are progressing to substantial climate heating by the close of the current century.

As the international climate agency has just reported, CO2 concentrations in the atmosphere are now increasing at unprecedented speeds, with catastrophic economic and ecological impacts. Record droughts in Africa caused critical food insecurity for millions of individuals in 2023 – to which should be added the malaria, diarrhoea and other deaths linked to the planetary heating increase.

Present Difficulties

But countries are not yet on course even to limit the harm. The Paris agreement includes no mechanisms for domestic pollution programs to be reviewed and updated. Four years ago, at the Glasgow climate summit, when the last set of plans was declared insufficient, countries agreed to come back the following year with stronger ones. But merely one state did. Four years on, just 67 out of 197 have sent in plans, which amount to merely a tenth decrease in emissions when we need a substantial decrease to maintain the temperature limit.

Critical Opportunity

This is why international statesman the president's two-day international conference on early November, in lead-up to the environmental conference in Belém, will be particularly crucial. Other leaders should now emulate the British approach and establish the basis for a much more progressive Brazilian agreement than the one currently proposed.

Critical Proposals

First, the significant portion of states should commit not only to defending the Paris accord but to accelerating the implementation of their existing climate plans. As innovations transform our climate solution alternatives and with green technology costs falling, pollution elimination, which officials are recommending for the UK, is attainable rapidly elsewhere in transport, homes, industry and agriculture. Related to this, host countries have advocated an growth of emission valuation and emission exchange mechanisms.

Second, countries should announce their resolution to realize by the target date the goal of $1.3tn in public and private finance for the developing world, from where most of future global emissions will come. The leaders should approve the collaborative environmental strategy created at the earlier conference to show how it can be done: it includes innovative new ideas such as international financial institutions and climate fund guarantees, financial restructuring, and engaging corporate funding through "capital reallocation", all of which will allow countries to strengthen their pollution commitments.

Third, countries can promise backing for Brazil's Tropical Forest Forever Facility, which will halt tropical deforestation while generating work for native communities, itself an model for creative approaches the government should be activating business funding to accomplish the environmental objectives.

Fourth, by China and India implementing the Global Methane Pledge, Cop30 can enhance the international system on a climate pollutant that is still emitted in huge quantities from oil and gas plants, disposal sites and cultivation.

But a fifth focus should be on minimizing the individual impacts of environmental neglect – and not just the elimination of employment and the risks to health but the challenges affecting numerous minors who cannot enjoy an education because environmental disasters have closed their schools.
